+ Kulwant Singh: Second Case
On January 25, 1993, Kulwant Singh, his wife, and their two year old son disappeared at the hands of the Punjab Police. The Punjab and Haryana High Court Bar Association went on strike demanding a judicial inquiry because of the police's white-wash of the incident. In the first order, the Supreme Court directed the CBI to investigate the disappearances and chastised the High Court for failing to address this case. In the second order, the Supreme Court reported the CBI's findings that the police framed a low-level constable with the killings of Kulwant Singh and his family, and the police bought over a witness by giving him a job. The CBI recommended action against now DIG Sanjiv Gupta.
+ Protection Order for Punjab Human Rights Lawyers
In 1994, Navkiran Singh and 16 other human rights lawyers in Punjab filed a petition after the abduction and disappearance of four of their colleagues. In its order, the High Court criticised the Punjab government and lower judiciary for accepting the abductions without initiating further investigations. The court directed the CBI to investigate the disappearances of two of the advocates and also granted a protection order for all Punjab human rights lawyers.
